Parking in Mt. Lebanon is at a premium; therefore, we strictly enforce meter and non-meter parking violations. Here are some answers to Frequently Asked Questions that should help you park conveniently and avoid ticket fees.

HOW MUCH DOES IT COST TO PARK PER HOUR? Metered parking on street and in lots costs between 75 cents and $1 per hour, depending on the type of meter. Garage parking is $1.50 per hour for the first hour with a maximum of $11 for 24 hours. Evening parking in garages (6 p.m. to 2 a.m) is a flat $2. Overnight parking in garages (6 p.m. to 9 a.m.) is a flat $3. Saturday parking in garages (6 a.m. to 6 p.m.) is a flat $1. Parking is free everywhere on Sundays. Note: The 2012 municipal rates are the same as those previously charged by the now-defunct parking authority.

WHY ARE THERE TIME LIMITS ON METERED STREET PARKING? For the convenience of people who want to shop, dine and use Mt. Lebanon’s professional services, metered street parking is restricted for short-term use—either two or three hours depending on the location. Long-term parking can be found in garages and lots near the Beverly and Washington Road business districts. Monthly permits may be purchased at a discount.

DOES MT. LEBANON HAVE A PARKING VALIDATION PROGRAM? The Washington Road business district has a validation program. To receive discounted parking at the Uptown garages, present your ticket to be stamped at a participating business. A list of the participating businesses appears in the “Washington Road Validating Businesses” brochure, which is available at www.mtlebanon.org, at the garages and at the customer service center in the municipal building.

HOW MUCH DOES A PARKING TICKET COST? The fine depends on whether your violation is a meter or a non-meter violation and when you pay it. The type of violation, where and when it occurred, your license number and the issuing officer’s name is recorded on the ticket. Payments for meter violations must be received or appealed within 10 days of issuance. Payments for non-meter violations must be paid or appealed within 20 days. Fines increase after these deadlines and continue to increase until payment is received. Failure to pay within the time frame specified on the ticket may result in booting or towing.

HOW CAN I PAY A PARKING TICKET? Make checks payable to “Mt. Lebanon, Pa.” You can pay in person (cash, check or credit card) at the tax office on the ground floor of the municipal building, 710 Washington Road, Pittsburgh 15228, weekdays between 8:30 a.m. and 5 p.m. You can pay by using a payment box. Insert cash or a check into the ticket and deposit it into a payment box located in the lobby of the municipal building, the lobby of the public safety center or attached to parking meters in each block of the Washington and Beverly road business districts. You can pay by mail. Tickets are pre-addressed; simply put your payment into the ticket, seal it, put a stamp on it and drop it in a mailbox. You can pay online, using a credit card, at www.mtlebanon.org; follow the links on the home page. (You cannot pay online for up to 48 hours after a ticket is issued; the ticket needs to be entered into the computer system.) You cannot pay by phone.  Note: Do not pay if you plan to appeal the ticket.

HOW CAN I APPEAL A PARKING TICKET? District Magistrate Blaise Larotonda, 680 Washington Road Pittsburgh, PA 15228, handles all appeals. You must appear in person with your ticket within 10 days of a meter violation and within 20 days of a non-meter violation. Appeals are heard weekdays between 8 a.m. and 3:45 p.m. Call 412-561-4415.

I NEVER RECEIVED A TICKET. WHY DID I GET A NOTICE OF NON-PAYMENT? Parking officers make note of your license number and the location of your vehicle when issuing the ticket, so there is a computer record of your meter violation. If you think a ticket was dislodged from your windshield or believe some other circumstance prevented you from receiving and paying the ticket, call 412-343-3705.

I PAID MY TICKET ON TIME. WHY DID I RECEIVE A NOTICE? It is possible that for some reason your payment did not reach us or there was a data entry error. We will review your information and correct the record, if appropriate. Call 412-343-3705.

I PUT MONEY IN THE METER AND RETURNED ON TIME. I DON’T THINK I SHOULD HAVE A TICKET. Reports of broken meters are documented. If you think you received a ticket because of a broken meter, call 412-440-2035. If the ticket was incorrectly issued, it will be voided.

WHAT ARE THE HOURS OF METER ENFORCEMENT?  The hours of operation are posted on the meters. Unless otherwise specified, metered parking is enforced Monday through Saturday from 9 a.m. to 6 p.m.

WHAT ARE THE HOURS OF OPERATION FOR PARKING GARAGES?  The north garage is staffed Monday through Friday, 7 a.m. to 11 p.m., and Saturdays from 8 a.m. to 11 p.m.  The south garage is staffed Monday through Friday, 7 a.m. to 10 p.m., and Saturdays from 8:30 a.m. to 6 p.m. Elevators run only when the garages are staffed. You can enter and exit at any time 7 days a week. Exit gates are open when garages are not staffed.

MAY I PARK OVERNIGHT ON THE STREET? Mt. Lebanon Code Chapter X Section 906 does not permit parking on streets between 2 and 6 a.m. Mt. Lebanon Police Department will tag cars parked on the street during those hours. If you have a guest or other temporary circumstance that requires you to park on the street overnight, you must request special permission daily by calling police records, 412-343-4023, between 6 and 11 p.m. Note: If you have no garage or driveway or cannot accommodate all your vehicles on your property, you may purchase a permit to park overnight in a municipal lot or garage. I HAVE A PERMIT. WHY IS MY CARD NOT WORKING? Cards may be magnetized or otherwise damaged and lose their ability to transmit a signal. Report your problem to 412-343-3705, and so long as you are paid up, a new card will be issued.

HOW DO I REPLACE A LOST PARKING PERMIT CARD? Calll 412-343-3705. Cost of a replacement garage card is $30. Cost of a replacement parking lot hangtag is $3.

HOW CAN I REPORT A PARKING MAIN-TENANCE OR SAFETY ISSUE? Call 412-343-3403 to discuss general maintenance. If you are stuck in an elevator or are in what you believe is an unsafe situation, call 911.

IF I THINK SOMEONE IS PARKED ILLEGALLY, WHAT SHOULD I DO? Call the police department non-emergency number, 412-531-5300.

CAN A CONTRACTOR WORKING IN A BUSINESS DISTRICT GET A PERMIT TO PARK ON THE STREET INSTEAD OF FEEDING THE METER? Requests are dealt with on an individual basis. Call 412-343-3408.
